All India Post-graduate Medical/ Dental Entrance Examination (AIPGMEE) and All India Pre-Medical/Pre-Dental Entrance Examination (AIPMEE)- 2012 for admission to MD/MD/Postgraduate Diploma/ MDS courses and MBBS & BDS course are being conducted by the All India Institute of Medical Sciences (AIIMS) and Central Board of Secondary Examination (CBSE) respectively for admission to PG and UG all India Quota. The seats of Post-graduate and Under-graduate all India Quota will be filled up on the basis of result of these examinations by the Medical Counselling Committee (MCC). The Medical Counselling Committee – 2012 is hereby constituted as under with immediate effect:

2. The Medical Counselling Committee (MCC) – 2012 shall be responsible for allocation of seats to be filled up on All India basis as per the results of AIPGMEE and AIPMEE – 2012, in participating institutions. For this purpose, the MCC – 2012 shall ensure compilation and wide dissemination of information relating to institutions, highlighting peculiar learning environment in each of the Institute, wherever applicable. The MCC – 2012 would be especially responsible for:
a. Finalisation of counselling procedure and schedule.
b. Finalisation of counselling centres and making necessary arrangements at the counselling centres, if applicable.
c. Printing of brochure-cum-option form.
d. Maintenance of web site.
e. Fixation of counseling fees and deposits, if any.
f. Distribution and collection of option forms.
g. Coordination with the concerned agencies for counselling against State/UT quota seats.
h. Matters, including court cases transferred to MCC – 2012.
i. Work relating to audit of funds to be placed under its disposal.
j. Any other task(s) related to counseling and allocation of seats against All India quota.
3. For the above purposes, MCC – 2012 shall meet as often as required. The Committee shall hold its extended meetings with all or some of the participating institutions to facilitate close interaction and coordination. All participating institutions shall provide to the Committee necessary assistance as may be required by it. On matter of policy, Committee shall abide by the directions of the Hon’ble Supreme Court, issued from time to time.

Method of Distribution of seats available under 50% PG i.e. preparation of seat matrix
While doing online counselling it is necessary that Post-graduate(PG) are earmarked for Unreserved (Open), SC, ST, OBC and PH categories.
The proposal from Ministry of Health & Family Welfare / Directorate General of Health Services for distribution of seats for various categories submitted by the Directorate General of Health Services, Ministry of Health & Family Welfare, Govt of India IN THE SUPREME COURT OF INDIA, CIVIL APPELLATE JURISDICTION IN I.A. NO.16/2012 IN CIVIL APPEAL NO(s). 1944 OF 1993 ANAND S.BIJI Appellant (s)VERSUS STATE OF KERALA & ORS Respondent(s):
To avoid any human bias and subjectivity, the following method of reservation of seats to various categories is submitted for approval by the Hon’ble Supreme Court:
1. For identification of Open (Unreserved), SC , ST , OBC and PH seats in Open (Unreserved), SC and ST, OBC Categories in respect of Central Government Medical/ Dental Colleges:
In Central Government Medical/ Dental Colleges/ Institutions besides reservation for SC (15%) and ST (7.5%) there is reservation for OBC candidates (27%). PH category candidates in each of these categories are given 3% horizontal reservation. The process of identification of seats will be carried out by the Counseling Authority/Committee. All Central Government Institutions will be arranged in alphabetic order, State then institutions in each State. Then first post-
graduate degree seats will be arranged in alphabetic order on 200 point reservation roster for UR, SC, ST and OBC then postgraduate diploma seats will be arranged in alphabetic order, in continuation from next roster point. After completion of PG seats of one Medical college, PG degree then diploma seats of next medical college will be arranged on same 200 roster point for identification of UR, SC, ST and OBC seats from next roster point. After completion of roster it be will be repeated. In next year the roster will be started from next roster point. In case additional seat(s) is / are contributed by any institution after finalization of seat matrix due to creation of additional seat or starting of new course after freezing of seat distribution (seat matrix), before start of next round (second / third) of counseling the same will be added from next available roster point as and when received in order of date and time of receipt, alphabetically, if required, to avoid any human bias.
UR, SC, ST,OBC - PH seats for Central Government Institutions will be identified by Directorate General of Health Services by applying 3% horizontal reservation on total number of seats identified (on all seats of Central Government Institutions pooled together).
For the by academic year 2012-13 also the above mentioned policy will be followed, in respect of Central Government Institutions.
2. For identification of Open (Unreserved), SC , ST and PH seats in Open (Unreserved), SC and ST Categories in respect of Medical/ Dental Colleges other than Central Government :
In Medical / Dental Colleges / Institutions there is reservation for SC (15%), ST (7.5%) and PH (3% horizontal), remaining seats are unreserved (Open). Directorate General of Health Services will collect information from all participating Medical and Dental college about seats available under 50% PG all India Quota and 15% UG All India Quota (all as open (unreserved ) seats) and will arrange all these seats on 3200 point roster in case of PG and UG seats to identify seats earmarked for Open (Unreserved), SC , ST and PH seats in Open (Unreserved), SC and ST Categories to ensure that 15% seats are reserved for SC , 7.5% to ST and 3% seats are reserved on horizontal basis for the PH candidates.
Seats will be arranged on 3200 point roster by arranging alphabetically for State, Colleges and all courses (in this order) for each of the college. For each college first seats of all Degree subjects (courses) then Diploma subjects (courses) will be arranged alphabetically. For example first participating state is Assam, in Assam state colleges will be arranged in alphabetic order and for each of the medical college first degree then diploma seats will be arranged continuously on 3200 point roster, then seats of next state, Bihar and so on. Roster will be repeated after 3200 points as there will be approximately 5500 PG seats available under 50% PG All India Quota in academic year 2012-13. Next year seats will be arranged from next roster point. In case additional seat(s) is / are contributed by any institution after finalization of seat matrix due to creation of additional seat or starting of new course after freezing of seat distribution (seat matrix), before start of next round (second / third) of counseling the same will be added from next available roster point as and when received in order of date and time of receipt, alphabetically, if required, to avoid any human bias.
For proper and effective implementation of this roster point system for distribution of seats to various categories, it is necessary that all participating institutions/ Medical/ Dental Colleges convey the correct vacancy timely. As such roster cannot be applied unless Directorate General of Health Services has information available from all participating institutions. Directorate General Health Services pray to the Hon’ble Supreme Court to direct all participating States / Universities/ Colleges/ Institutions to send correct, complete information on format prescribed by the Counseling Authority/ Directorate General of Health Services at least 2 months before the start of online counseling and update the information as and when additional seats are created.
In case the institution withdraw any seat after finalization of seat matrix as mentioned above, on account of de-recognition of seat or due to furnishing of wrong information earlier, the same would be deleted from the list without changing/ disturbing remaining seat matrix.
Please refer to the order dated 23.3.2012 of the Hon’ble Supreme Court in the above mentioned case.
The method described above has been used for the identification of PG Degree (MD/MS) and Diploma / MDS seats for UR,SC, ST, OBC and PH categories in various participating Medical / Dental Colleges for online allotment process (online counseling) 2012.

About number of seats available under PG All India Quota- 2012
Directorate General of Health Services has prepared seat matrix (Seat distribution for various categories, UR,SC,ST,OBC and PH) in respect of all participating Medical and Dental Colleges with reference to order dated 23.3.2012 of the Hon’ble Supreme Court in IA number 16/2012 in Writ Petition no 1944 of 1993 (which was filed by Directorate General of Health Services) on the basis of information received from various participating Medical and Dental Colleges. The method of seat distribution, followed by Directorate General of Health Services is explained on this website under the heading of “Method of seat distribution”. All participating Medical and Dental Colleges are requested to please verify the total number of seats in various PG Degree and Diploma courses under 50% All India Quota, in case of any discrepancy please please bring it to the notice of Directorate by fax (Fax number 011-23061907) or contact on telephone number 011-23062493.

PH - 1: Candidates with locomotor disability of lower limbs between 50% to 70% {Certified by one of the Disability Assessment Boards constituted at 4 metro cities. Please refer to para number 11 and 14 of the Prospectus – All India Post Graduate Medical Entrance Examination – 2012 (AIPGMEE-2012)}.
PH - 2: : Candidates with locomotor disability of lower limbs between 40% to less than 50% {Certified by one of the Disability Assessment Boards constituted at 4 metro cities. Please refer to para number 11 and 14 of the Prospectus – All India Post Graduate Medical Entrance Examination – 2012 (AIPGMEE-2012)}.
Candidates are advised to fill up their sub-category on the basis of above information.
Reference: MEDICAL COUNCIL OF INDIA, POSTGRADUATE MEDICAL EDUCATION REGULATIONS, 2000 (AMENDED UPTO FEBRUARY, 2012), MEDICAL COUNCIL OF INDIA, Pocket – 14, Sector 8, Dwarka, NEW DELHI – 110 077, sub-clause 9 (1)(a), according to which:
“1(a). 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotor disability of lower limbs between 50% to 70%.
Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotor disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotor disability of lower limbs between 40% to 50% - before they are included in the annual sanctioned seats for General Category candidates”.
Participating Medical and Dental Colleges may please note that 50% PG seats must also be contributed / conveyed from any newly started PG seats (increase in admission capacity) after getting final permission from Board of Governors of MCI / Government of India. Seats sanctioned conditionally may be conveyed only after fulfilling conditions and getting final permission from Board of Governors of MCI / Government of India.

UR, SC, ST,OBC - PH seats for Central Government Institutions will be identified by Directorate General of Health Services by applying 3% horizontal reservation on total number of seats identified (on all seats of Central Government Institutions pooled together).

2. For identification of Open (Unreserved), SC , ST and PH seats in Open (Unreserved), SC and ST Categories in respect of Medical/ Dental Colleges other than Central Government :
In Medical / Dental Colleges / Institutions there is reservation for SC (15%), ST (7.5%) and PH (3% horizontal), remaining seats are unreserved (Open). Directorate General of Health Services will collect information from all participating Medical and Dental college about seats available under 50% PG all India Quota and 15% UG All India Quota (all as open (unreserved ) seats) and will arrange all these seats on 3200 point roster in case of PG and UG seats to identify seats earmarked for Open (Unreserved), SC , ST and PH seats in Open (Unreserved), SC and ST Categories to ensure that 15% seats are reserved for SC , 7.5% to ST and 3% seats are reserved on horizontal basis for the PH candidates.
Seats will be arranged on 3200 point roster by arranging alphabetically for State, Colleges and all courses (in this order) for each of the college. For each college first seats of all Degree subjects (courses) then Diploma subjects (courses) will be arranged alphabetically. For example first participating state is Assam, in Assam state colleges will be arranged in alphabetic order and for each of the medical college first degree then diploma seats will be arranged continuously on 3200 point roster, then seats of next state, Bihar and so on. Roster will be repeated after 3200 points as there will be approximately 5500 PG seats available under 50% PG All India Quota in academic year 2012-13. Next year seats will be arranged from next roster point. In case additional seat(s) is / are contributed by any institution after finalization of seat matrix due to creation of additional seat or starting of new course after freezing of seat distribution (seat matrix), before start of next round (second / third) of counseling the same will be added from next available roster point as and when received in order of date and time of receipt, alphabetically, if required, to avoid any human bias.
For proper and effective implementation of this roster point system for distribution of seats to various categories, it is necessary that all participating institutions/ Medical/ Dental Colleges convey the correct vacancy timely. As such roster cannot be applied unless Directorate General of Health Services has information available from all participating institutions. Directorate General Health Services pray to the Hon’ble Supreme Court to direct all participating States / Universities/ Colleges/ Institutions to send correct, complete information on format prescribed by the Counseling Authority/ Directorate General of Health Services at least 2 months before the start of online counseling and update the information as and when additional seats are created.
In case the institution withdraw any seat after finalization of seat matrix as mentioned above, on account of de-recognition of seat or due to furnishing of wrong information earlier, the same would be deleted from the list without changing/ disturbing remaining seat matrix.
Please refer to the order dated 23.3.2012 of the Hon’ble Supreme Court in the above mentioned case.
The method described above has been used for the identification of PG Degree (MD/MS) and Diploma / MDS seats for UR,SC, ST, OBC and PH categories in various participating Medical / Dental Colleges for online allotment process (online counseling) 2012.

Q.No. 3. Do I have to report to any counseling centre for registration or choice filling?
Ans: No. Online registration and choice filling can be done from place of convenience (including from home) using internet.
Q.No. 4: Do I require any documents to get registered online ?
Ans: You will be required to fill up some of the information that you have given on your application form, that you filled and submitted to All India Institute of Medical Sciences (AIIMS), New Delhi.
IMPORTANT
Please keep information that you have furnished on application form confidential, and not share with any body as to register for online allotment process and submit choice you need that information. If somebody else uses that information, he/she can misuse your online registration and prevent you from taking part in online allotment process. Keep print out of application form ready for reference with you.
Q.No. 5: What information do I require for online registration?
Ans: Please note that you will be asked fill some of the information (we are not showing it here for security reasons) that you have given on your application form during online registration, therefore keep copy of your application form ready for reference.
IMPORTANT
Please note that on registration window of online allotment process, you have to fill in exactly same spelling, numbers etc as you have filled in your application form.
Q.No. 6: How do I get password for logging in ?
Ans: During the process of online registration you will generate password. Candidates are advised to keep the password that they have created, confidential to them. They can change the password after creating. Password is very important for participating in online allotment process. Sharing of password can result in its misuse by somebody else, leading to even exclusion of genuine candidate from online allotment process.
Q.No. 7: How much time will I be given to join the allotted course?
Ans: Candidates allotted seats will be required to join the allotted college/course within ten days from the date of allotment. However, candidates are advised to join as early as possible and not to wait for last day of joining, due to different schedule of holiday / working hours in various Medical / Dental Colleges, also keeping in view that Medical/Dental colleges will have to furnish information about joining / non-joining online to Medical Counseling Committee.
Q.No 8: What documents are required at the time of counseling?
Ans: Since it is online allotment (Online Counseling) process, no documents will be required for participating in online allotment process. However, original documents as mentioned in prospectus of AIPGMEE-2012 will be required at the time of reporting / joining in allotted Medical/Dental College.

All India Post Graduate Medical Entrance Examination-2012 (AIPGMEE-2012)
[MD/MS/Diploma and MDS Courses] for admission to postgraduate medical courses for admission to 50% of total seats on all-India basis and provisional allotment letter generated on-line Will be required at the time of joining in allotted Medical / Dental College.
Para 12 (b) is reproduced below:
Para 12. ALLOTMENT OF SEATS BY PERSONAL APPEARANCE (COUNSELLING)
(b) The candidate appearing for allotment by personal appearance should bring the following documents in original along with an attested copy of the documents :-
(i) Admit Card issued by AIIMS.
(ii) Rank letter issued by AIIMS.
(iii) Mark Sheets of MBBS/BDS 1st, 2nd and 3rd Professional Examinations.
(iv) MBBS/BDS Degree Certificate.
(v) Internship Completion Certificate/Certificate from the Head of Institution or College that the candidate will be completing the Internship by 31st March, 2012.
(vi) Permanent/Provisional Registration Certificate issued by MCI or DCI/State Medical or Dental Council.
(vii) High School/Higher Secondary Certificate/Birth Certificate in proof of date or birth.
(viii) The Candidate should also bring the following certificate, if applicable :
(a) SC/ST Certificate issued by the competent authority and should be in English or Hindi in language. Sub caste should be clearly mentioned in the certificate.
(b) OBC certificate issued by the competent authority. The sub-caste should tally with the Central List of OBC. The OBC candidates should not belong to Creamy Layer. The OBC certificate must be in the format as mentioned in Appendix V.
(c) Orthopedic Physical Disability Certificate issued from a duly constituted and authorized Medical Boards. (Please see para 14 for details) No other PH certificate, issued by any other Authorities/Hospital will be entertained.
Note: Provisional certificate of MBBS/BDS Degree is permissible for those candidates who had passed the MBBS/BDS course in the year 2011 only.
(In case the University has not yet issued the permanent degree then a certificate from the affiliating university in this regard would be required)
Candidates without original certificates/documents shall not be allowed to take admission in allotted Medical/ Dental College.
Candidates who have deposited their original documents with the Institutes/ Colleges/Universities and come for admission with a certificate stating that "their original certificates are deposited with the
Institute/College/University" will not be allowed to take admission in allotted Medical/Dental College.
Q.No. 10: What are the instructions regarding OBC, SC, ST and PH certificates?
Ans: Please read Prospectus - All India Post Graduate Medical Entrance Examination-2012 - (AIPGMEE-2012) - [MD/MS/Diploma and MDS Courses] - For admission to postgraduate medical courses for admission to 50% of total seats on all-India basis carefully. The certificate requirements are mentioned in prospectus along with format. The certificate as mentioned in prospectus only will be acceptable.
Candidates are requested to read prospectus and instructions regarding Caste and Physical Handicap (PH) Certificate carefully. In case the candidate fail to produce proper Caste (and PH, if applicable) certificate at allotted Medical/Dental College then he will not be permitted to join the allotted Medical / Dental College and his category will be changed, if otherwise eligible.
Q.No. 11: Is there any restriction for filling up number of choices of subject (course) and Institution (College) in choice filling form?
Ans: No.
Q.No.12: Can I have some idea about the seat I am likely to get at my rank?
Ans: Please log on to www.mohfw.nic.in website – from home page go to medical counseling – open Post Graduate (for previous years) – open composite allotment list. From the information that you will see, you get some idea of pattern in previous year(s). This will only be indicative (without any guarantee for the current year).
Processing of Mock Counseling Result and publishing of Indicative Seat Allotment
During Mock Counseling, choices submitted by the candidates will be processed at frequent intervals during the counseling period (while exercising choices) and indicative seat that is likely available at that point of time would be displayed. This indication helps the candidate to refine the selection of choices in a more effective and efficient manner.
Q.No. 13. Is it necessary to fill up the choices and lock the choices to get seat allotted? Or I will be allotted seat automatically from leftover seats?
Ans: After online registration (registration is compulsory to take part in online allotment process), you have to fill in choice of college and subject. Once choice is filled in, it can be modified before locking it. During the choice locking period it is necessary to lock the choice. If candidate does not lock the choice submitted by him/her, it will be automatically locked at 5.00PM of last date of choice locking.
If you don’t register and fill in choice, you will not be allotted any seat from left over seats.
Q.No. 14: Is it necessary to join allotted Medical/Dental College to get chance to participate in next round (2nd/3rd round)?
Ans: Yes, candidates are required to join allotted institution/college and complete the admission formalities then only candidate can exercise option to participate in next round(s).
Q.No. 15 : Some new Postgraduate seats are created / started (increase in PG seats) after start of online counseling, will they be included and when?
Ans: Newly created seats that could not be included in first round (and second round) due to non-reporting / late reporting/ reporting after start of first round of online allotment process will be included only in third round on receiving information from participating Medical / Dental Colleges in third round.
Q.No. 16: What is second round of online allotment process?
Ans: Second round of online allotment process is up-gradation of choice round.
2nd round of seat allotment
There is no fresh registration of candidates and choice submission in 2nd round of counseling. Choices of main counseling (submitted before first round allotment) will be considered in this round of allotment.
Who is eligible for 2nd Round of allotment?
Candidates eligible for seat allotment in 2nd round would be from one of the following groups:
Group–I: Registered candidates who did not get any seat allotment in the 1st round.
Group-II: Registered candidates, whose 1st round of allotted Seat Cancelled during the document verification on reporting for admission, who have secured seat under reserved quota, due to change of Category from reserved to Unreserved or PH status from Yes to No, but they would still be eligible in the next round of seat allotment, with changed criteria.
Group–III: Candidates who have reported at allotted institute after 1st round of allotment and submitted willingness for upgradation as Yes.
Who is not eligible for 2nd Round of allotment?
o Not reported at Allotted Institute after seat allotment in 1st round
o Reported & Withdrawn from counseling at Allotted Institute.
o Became non-eligible due to change of eligibility criteria
o Candidates who have not opted for upgradation.
Q.No. 17: What is third round of online allotment process?
Ans: Third round of online allotment will be conducted for the candidates who have submitted their option for participation in third round and for those who were registered and submitted choices before first round but not allotted seats as per procedure given below:
3rd round of Counseling:
Fresh set of seats gets added to the system, if any, which is due to latest approvals of MCI. Further, the conversion of seats is being carried out during the third round of seat allotment and accordingly, the candidates are required to be shown all choices which are against vacant, newly added seats and also anticipated seat vacancies likely get vacated during up-gradation and also during the conversion of seats as per the following algorithm:
ST (PH) -> ST
SC (PH) -> SC
UR (PH) -> UR
OBC (PH) -> OBC
ST -> SC
SC-> UR
The choices of candidates, who have submitted option for participation in the third round during the reporting period for the second round seat allotment, would be initialized, and are required to submit fresh choices online during the time the window is open for the same.
All eligible candidates who desire to take part in third round of online allotment will have to submit fresh choice during choice submission period and lock the choices during period of locking.
There will not be any indicative allotment in 3rd round of allotment, locked choices of the candidates would be processed and result will be published. The candidates who have been allotted a seat in first round of counselling and given option for upgradation in the second round seat allotment and could not get any upgradation are also required to visit the last admitted institution and are required to give option for upgradation. These candidates who have not given any option for upgradation for the third round counselling, would not be considered for choice submission as the earlier submitted option is only for second round seat allotment only. Those candidates, who could not secure any seat in any of the previous rounds, are required to submit fresh choices for the third round. Accordingly, those candidates, who could not submit fresh choices for the third round counselling would not be considered.
Who is eligible for 3rd Round of allotment – All candidates interested in participation in the third round counselling are required to submit fresh choices, without which they would not be considered.
Group–I: Registered candidates who did not get any seat allotment in the 1st or 2nd round of seat allotment and are required to submit fresh choices as per the vacancies shown.
Group-II: Registered candidates, whose 2nd round of allotted Seat Cancelled during the document verification on reporting for admission, who have secured seat under reserved quota, due to change of Category from reserved to Unreserved or PH status from Yes to No, but they would still be eligible in the next round of seat allotment, with changed criteria, provided they submit fresh choices, subject to fulfillment of eligibility conditions.
Group–III: Candidates who have reported at allotted institute after 2nd round of allotment and submitted willingness for upgradation as Yes.
Group-IV: Candidates who have given option for participation in round 3rd at the time of 1st and/or 2nd round reporting at allotted institutions.
Who are not eligible for 3rd Round of allotment?
o Not reported at Allotted Institute after seat allotment in either 1st or 2nd rounds
o Reported & Withdrawn from counseling at the Allotted Institute.
o Became non-eligible due to change of eligibility criteria during document verification
o Candidate who does not give fresh choices in 3rd round.
o Who did not register for online allotment of seat before first round of counseling.
Q.No. 18: Do I have to fill in choice of College/Subject to participate in second round of online allotment process?
Ans: No. During the second round of online allotment process, the choice of higher order will be upgraded for those candidates who give option to upgrade their choice at the time of admission at allotted Medical/Dental College. For second round, candidates are not required to submit fresh choice.
Q.No. 19: Do I have to fill in choice of College/Subject to participate in third round of online allotment process?
Ans: Yes. All candidates who desire to take part in third round, will have to submit fresh choices before third round. Please see details in answer to question number 17 above.
Q.No. 20: If there are no sufficient number of qualified PH candidates, what will happen to those un-allotted PG seats, reserved for PH candidates ?
Ans: The un-allotted PG seats earmarked for UR-PH,SC-PH,ST-PH and OBC-PH will be reverted to respective categories like SC-PH to SC and so on, during the third round of allotment process after processing choices to PH category candidates in third round.
Q.No. 21: If I give consent for up-gradation of my choice during second round and if my choice is upgraded, is it necessary to join at college allotted during second round ? Or in case I change my decision of upgrading choice , can I continue study in college allotted through first round of allotment?
Ans: In case candidate is allotted seat during the second round of allotment process (choice is up-graded), the seat allotted during the first round will be automatically cancelled immediately (and allotted to somebody else) and candidate will have to join the college/seat allotted during second round. If candidate does not join the college/seat allotted during the second round, with in 10 days from the date of allotment candidate will forfeit his/her allotted seat and will not be considered for subsequent rounds of seat allotment.
Q.No. 22: While joining college allotted through first round if I don’t want up-gradation of choice, but want to keep option to fill choice before third round for newly added PG seat, is it possible?
Ans: Yes. For this candidate is required to exercise the option at the time to joining the institution/college.
Q.No 23: If I give option to participate in third round at the time of joining college from first / second round allotment, but later change my decision and want to continue study at already allotted Medical /Dental College, what is the procedure to avoid change (cancellation) of already allotted college/seat?
Ans: If such candidate does not submit fresh choices during the choice submission period before the third round of counseling, candidate will not be considered for 3rd round and will retain the already allotted seat.
Q.No. 24: If I forget my password that I have created during the process of registration, how to retrieve it.
Ans: To retrieve the forgotten password, system facilitates the following process:
The candidate is required to enter the information that he filled at the time of registration and then security question & answer thereon to be entered as given during New Candidate registration process.
The above data submitted by candidate will be validated with the registered candidates’ database. If the above entries match, then only the candidate would be permitted to enter new password to proceed further.
Therefore, candidates are advised to remember the password and also retain their application form printout ready till completion of admission process.

About number of seats available under PG All India Quota- 2012
Directorate General of Health Services has prepared seat matrix (Seat distribution for various categories, UR,SC,ST,OBC and PH) in respect of all participating Medical and Dental Colleges with reference to order dated 23.3.2012 of the Hon’ble Supreme Court in IA number 16/2012 in Writ Petition no 1944 of 1993 (which was filed by Directorate General of Health Services) on the basis of information received from various participating Medical and Dental Colleges. The method of seat distribution, followed by Directorate General of Health Services is explained on this website under the heading of “Method of seat distribution”. All participating Medical and Dental Colleges are requested to please verify the total number of seats in various PG Degree and Diploma courses under 50% All India Quota, in case of any discrepancy please please bring it to the notice of Directorate by fax (Fax number 011-23061907) or contact on telephone number 011-23062493.

Please refer to para number 11 and 14 of the Prospectus – All India Post Graduate Medical Entrance Examination – 2012 (AIPGMEE-2012)}.
Candidates are advised to fill up their sub-category on the basis of above information.
Reference: MEDICAL COUNCIL OF INDIA, POSTGRADUATE MEDICAL EDUCATION REGULATIONS, 2000 (AMENDED UPTO FEBRUARY, 2012), MEDICAL COUNCIL OF INDIA, Pocket – 14, Sector 8, Dwarka, NEW DELHI – 110 077, sub-clause 9 (1)(a), according to which:
“1(a). 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotor disability of lower limbs between 50% to 70%.
Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotor disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotor disability of lower limbs between 40% to 50% - before they are included in the annual sanctioned seats for General Category candidates”.
Participating Medical and Dental Colleges may please note that 50% PG seats must also be contributed / conveyed from any newly started PG seats (increase in admission capacity) after getting final permission from Board of Governors of MCI / Government of India. Seats sanctioned conditionally may be conveyed only after fulfilling conditions and getting final permission from Board of Governors of MCI / Government of India.
